Het Witte Huis heeft besloten om de ‘War Crimes Act’ te amenderen.
Only 10 specific categories of illegal acts against wartime detainees, including torture, murder, rape and hostage-taking, could be prosecuted under the amendments, it said.
The list would not include the kinds of humiliating acts, like forced nakedness, used at Iraq’s Abu Ghraib prison which fall short of torture but are nevertheless barred by the Geneva Conventions as “outrages upon personal dignity,” it reported. (Reuters)
De amendementen moeten met terugwerkende kracht in gaan, wat betekent dat ook vroegere overtredingen niet meer zullen worden vervolgd.
The Bush administration drafted amendments to the War Crimes Act that would retroactively protect policymakers from possible criminal charges for authorizing any humiliating and degrading treatment of detainees, according to lawyers who have seen the proposal.
